I can see it going both ways. The story going up this morning looks at another way the government can use technology to control people. But it's also creating a lot of ways to push back against or by-pass the central power. Distributed manufacturing, desktop pharmacies, personal AIs, public videos showing gov't misbehavior--those all give power to the citizens. There's going to be a struggle, but I think it could go either way. Right now the establishment is becoming corrupt and lazy, so while they have a lot of power they're not using it effectively. I think that's the best hope for freedom.
Spider Robinson once pointed out that a computerized AI would lack a glandular system, which existence is a *big* reason why -we- care if we live or die.
An AI deserting Earth to make megastructures would be an interesting character.
It'd be interesting to see what something smarter than humans would create as great Art. We may live to see it, whether wonderful or terrible.
